Whereas, the worthy chief justice has set honesty, uprightness and professionalism as conditions for those recommended from amongst the legal fraternity for appointment as judges to the superior judiciary so that no one could raise fingers at them, it speaks of foul play on part of the worthy governor. Does democracy imply politicisation of government institutions? What use are the sermons and addresses of advocating high moral values, if the deeds by these leaders contradict what they profess! This is, unfortunately the sorry state of affairs.The ones who are supposed to uphold the constitution are the ones trying to violate it.

Politicisation of Civil Bureaucracy
The bureaucracy is faced with such a sorry state of affairs that the MPs and politicians are openly recommending the postings and transfers of their favourites. The dilemma is that the Prime Minister’s Secretariat is found generous in forwarding such recommendations, which are illegal under the rules, to the Establishment Division and other concerned agencies for implementation. It is the consequence of such whimsical appointments that the Foreign Service of Pakistan has simply gone mad over the appointment of a grade-20 DMG officer as ambassador to Paris. In their petition, they said that the appointment of Mohammad Jehanzeb Khan, DMG Officer of 1987 batch, as ambassador of Pakistan to France, is unprecedented, demoralising and most importantly a violation of the rights of the FSP officers.
His appointment is extraordinary for the reason that Imam has been made inspector general of Islamabad though he has not served as deputy inspector general (DIG) or regional police officer (RPO) even for a single day. After being transferred to his present position, he has become the youngest ever IG Police in the history of Pakistan.
The politicisation of the bureaucracy is distorting the very structure of this institution. It will be incorrect to say that our 'innocent' rulers are ignorant about the rules and regulations. It's all sheer misuse of one's authority and nepotism about which we hear long lectures and sermons but no deeds, rather what we see are the misdeeds.

The above mentioned to and fro movement of the CM Secretariat very clearly reflects poor decision making and indecisiveness of the concerned quarters. Besides the financial loss caused to the exchequer, I wonder as to how the secretariat has been functioning for these three months. Does the CM know about it?

Pakistan's Parliamentary Committee on Constitutional Reforms

It has taken more than a year to form a committee for the constitutional reforms. Keeping in mind the enormity of the task, it will take years to finalize the recommendations, implying that PPP will be able to complete its tenure with the constitution as it is, the constitution which grants more powers (including 58(2)B to dissolve the parliament) to the president than the prime minister and the parliament. Mr. Zardari will continue to rule as the Chief Executive with Mr. Yousaf Raza Gilani and the parliament playing only as second fiddle to the president. It may be recalled that Mr. Zardari had announced, prior to the presidential election over a year ago, that whoever was elected as the president, the first gift he would give to the nation would be the repeal of 58(2)B. The country is awaiting the receipt of that gift. What a contradiction between the words and deeds of our worthy leaders!

The excitement, jubiliation and joy displayed by the entire nation watching our team play and winning the final are the great moments to be chersished and remembered for times to come. There is a lot to learn from this event. I will restrict myself to only one. Once there is a will, there is a way. United we stand , divided we fall. It are the sincerety of purpose and the honesty to achieve it, following which we can do wonders. If our leadership realizes the virtues of being sincere and honest, it's not late yet for us to rise taller than the crisis facing us.

Parliamentarians' Perception of Punctuality
Government servants and the staff in the private sector are harshly punished, at times, to the extent of losing one's job for being late. The degree of importance our elected representatives give to the representation bestowed upon them is self evident. Such an iresponsible statement about punctuality coming from a person no less than the Law Minister's speaks of a different mindset which our elected representitives have. They consider themselves to be superior human beings and above law. Yet, we, the masses have high hopes on them to alleviate our sufferings.

Blood Donation on Benazir Bhutto's Birthday
I wish and pray that the spirit of blood donation which indeed is a very noble act is truly understood by the PPP leadership, in particular, and its workers in general. Such noble deeds should lead them to 'noble' their deeds in day to day life. If corruption and nepotism is to continue at the hands of the blood donors, then, the blood donation, too, will be nothing more than a mere rhetoric to befool the masses. The deeds are judged by intentions!

Why was Benazir Bhutto's government dismissed both times once she happened to be the elected Prime Minister of Pakistan? Why did she opt to live in self proclaimed exile in stead of staying back home and face the charges? What is the truth behind the NRO (National Reconciliation Ordinance? Is it Baitullah Masud or someone else behind her murder?

Senators Demand Restoration of Hajj quota
If the latter is true, which is quite likely, what about the former? The parliamentarians want restoration of Hajj quota so as to please the selected people of their constituencies; and, that, too, on a matter pertaining to one of our religious obligations. I agree with the senators' demand to abolish the Hajj quota of tour operators but the worthy senators are contradicting themselves by seeking the same quota for parliamentarians as they are no angels either.

The above event very clearly indicates the tacit understanding between the two major political parties that neither would expose the other as both have a lot to hide. EU Rejects Trade but 'Aids'
It's strange that, on one hand, America and the developed world call Pakistan as the front line state against War on Terror, and, on the other hand, once it comes to deeds the formers do not follow their own words. USA named Pakistan as its non NATO ally but we don't see US supporting Pakistan like it supports its allies. Pakistan needs to seriously reflect as the aid being received for the large scale military operations being undertaken in the name of war on terror doesn't turn out to be AIDS.

Closing down Illegal Seminaries
CDA doesn't let a citizen change the design of one's house by an inch without its prior approval. What has CDA been doing for all these years right from the laying down of foundations of these seminaries to their construction and functioning? Was it the fear of reaction or some officials have been pocketing money to keep their eyes closed. It's worth finding out as to how many such seminaries are operating illegally all over Pakistan. It's equally relevant to find out as to how many of the seminaries operating legally are also involved in spreading hatred and promoting extremism. And, last but not the least, as to how many of these madrassahs are serving as the training grounds for would be taliban.

Tax on Agriculture
Our country continues to be ruled by feudal lords and, of late, industrialists. The rulers have resisted agricultural reforms and the tax thereon for over sixty years and it is least likely that they are going to listen to the Financial Advisor. The rulers would rather like to replace the Financial Advisor than accept the agriculture tax.

There are indications that sooner or later Americans intend leaving Afghanistan. It's doubtful that this departure would take place after eliminating Taliban and Al Qaeda. So, once foreign troops leave, Taliban will be back in control of Kabul and will be running Afghan government. Having alienated Taliban, how Pakistan is going to deal with Taliban led government?

Although in the opposition in the centre, PML(N) can't offer any opposition to the federal government as it is going to be responded by PPP is in Punjab. Absence of potent opposition in the parliament, the ruling parties and coalition partners are all having a field day.

Neighbourhoods of Taliban
But, what about the security of the common man. The common man, too, will have to arrange for his security by himself. How? It is the vigilance on part of each Pakistani wherein lies the security of not only the common man but that of the entire nation. The neighbourhoods of Taliban are asleep. America Supports Pakistan's Stand on Kashmir

It's an indication that America has come to realize as to how the resolution of Kashmir Issue is linked with war on terror and peace in the region. However, it's just the beginning and Pakistan should not lay high hopes as America will continue to change its stances as it suits it. This shift in American policy, a sort of reward to Pakistan, appears to be due to the serious resolve of Pakistan to wage war on terror as is evident from the ongoing military operation in Malaknd, Swat and Bannu.

Poor Man's Budget

No budget has to date taken into account two simple questions. What is the budget of a poor family of four to five persons whose bread winner is one man? Are the public and private sectors offering these heads of families the opportunity to earn their living as per the budget of the family? If the national budget is geared towards this direction, it is a good budget, otherwise, it is all nothing but jugglery of words. It is hoped against hopes that the ruling party adheres to its slogan of Roti, Kapra aur Makan (food, clothing and housing) not only by its words but also by its deeds for the common man and not for the few of its jyalays (selected followers).

Breeding of Taliban in Madrassas

All of these Madrassas are run by Islamist parties most of which have their political and militant wings. A number of efforts have been made by the government including Musharraf's regime to register these Madrassas but in vain. Political conveniences and the fear of reactions from the Mullahs have not let the registration and monitoring happen. The governments have been deferring it which has facilitated the stregtheningn of the Mullah and Madrassas. Lest it is too late, it is high time that registration and monitoring of these Madrassas is undertaken irrespective of the opposition which may have to be faced. The government should know that people of Pakistan have time and again rejected these Mullahs as is evident from the results of the elections held to date, and that the poor send their children to Madrassas not as a matter of choice but compulsion.

Undertaking military operation in Waziristan on the lines of Swat operation will be unwise on part of the government and the military. It will stretch out the military. With reaction time having been provided to Taliban, results of the military operation are not likely to be as good as of the expected military victory in Swat region. And, last but not the least, we will have millions of more IDPs. IDPs of Swat were not armed as there is no tradition of carrying personal weapons in Swat region. IDPs of Waziristan, are going to be armed as by tradition, every local owns and carries weapons. The unrest in the camps of Swat IDPs is being borne by unarmed IDPs with some sort of forced as well as voluntary patience. It is not going to be the case with armed IDPs of Waziristan. It will be worth considering if the locals of Waziristan are organized into armed groups, called as lashkars, supported by the military and launched against Taliban as has been done at few places. However, it has to be ensured that these lashkars don't start equalling personal scores against locals. The menace of having millions of IDPs is too big to undertake another military operation. The government and the military need to find other ways to deal with Taliban. To kill one dirty fish, one doesn't have to empty the pond. There is need to home onto on the dirty fish only by gathering accurate and real time intelligence which has been a total failure to date.

Whether the gentleman is guilty or not, either way it speaks ill of our government for undesirably detaining a citizen under international pressure and being unable to justify the detention before the court. Punjab government has decided to challenge the LHC verdict in Supreme Court of Pakistan. Perhaps, there is some additional evidence which was kept away from LHC!

Media's Trend of Breaking News without Verification
Our media is enjoying total freedom and impunity and print/broadcast what it chooses to. There is no check on it. Isn't it the moral responsibility of us all Muslims not to pass on anything to others without verifying its correctness? Who is going to reign our media? More US Troops in Afghanistan: Ping Pong of Al qaeda and Taliban

To seriously deal with Al Qaeda and Taliban, US troops along with NATO troops, the most advanced and well equipped and well trained armies of the world, should stop cross border movement of Al Qaeda and Taliban, this time from Afghanistan to Pakistan as against earlier movement in the opposition direction, and undertake operations to eliminate them. Similarly, Pakistan army should make every endeavour to block the cross border movement of Taliban. The earlier proposals given by Pakistan to fence and mine the selected border areas along Afghanistan should be implemented. It's not understood as to why Americans oppose the idea of sealing the border. Perhaps, they don't want to fight Al Qaeda and Taliban and in stead want them to cross over to Pakistan leaving the dirty job of fighting to Pakistan army.
